Staff have been told that up to 20 editorial posts are to be made redundant at the Birmingham Post & Mail.
As part of a staff review seven posts will be left unfilled, 10 new posts created and 14 jobs changed in some way.
The redundancies follow the surprise departure last week of Birmingham Post editor and publisher Dan Mason.
Meanwhile, IPC journalists have failed to secure NUJ recognition after a low turnout.
Out of 744 ballot forms sent out, just 271 were returned. A total of 178 voted in favour of recognition and 93 against.
Under the terms of the agreement, the NUJ is unable to re-apply for recognition for another three years. A spokesman for the NUJ said the union would continue to support its members on an individual basis.
